Minor Updates.

I have deranked a few people. Not because they did anything wrong, but i just believe they should work up to get a higher rank. I will promote them one rank at a time when i think it is necessary.

Because as soon as they joined the forums i gave them a high rank. I think i should have thought the ranks through a bit more.

I do agree with some of this,

FE, we don't need a server support yet, we have no users.
But I think Jacob can get the spot 'administrator'.

We don't need a CoS atm either.
